This Report presents an overview of Inspections Procedures in response to Question ITU-R 225/1 regarding inspection techniques and procedures. The Question relates to how administrations proceed in planning and conducting radio station inspections. The purpose of this Report is to provide general guidelines for planning and performing inspection activities on various types of radio stations. Inspection activities often include review and verification of both technical and administrative conditions assigned to a radio station or other spectrum user. Although the term “licensed” is used throughout the document, this term can be considered here to include not only stations with licences issued by the regulatory authority, but also other authorized spectrum users (such as those operating with “licence exempt” devices like low-power radios and RF devices operating under equipment standards approval). The primary focus of this report is to consider inspections that are conducted “on-site”, by visiting the transmitter location. Included in Annexes are some specific examples in certain services, toprovide examples of howthe general guidelines can be applied. This Report should be considered a general guidance document for inspections planning.

In the early 1990s, the International Association of Maritime Aids to Navigation and Lighthouse Authorities (IALA) first proposed the development of a universal shipborne system to improve the maritime safety and efficiency of navigation, and to help protect the marine environment. Subsequent to that proposal, the International Maritime Organization (IMO), the ITU, and the International Electrotechnical Commission (IEC) adopted a new navigation system now known as the Automatic Identification System (AIS) to help achieve these goals. The primary purpose of the AIS is to facilitate the efficient exchange of navigational data between ships and between ships and shore stations to significantly improve safety of navigation and promote improved control and monitoring of maritime events. The technical characteristics of the current AIS system using time division multiple access (TDMA) techniques in the VHF maritime mobile band are described in detail in Recommendation ITU-R M.1371.

ITU-R conducted sharing studies related to the candidate bands to determine the suitability of the candidate bands for IMT identification. This Report assesses the feasibility of sharing between IMT systems operating in the 450-470 MHz band and the radiocommunication services having a primary allocation in Section IV of Article 5 of the Radio Regulations – Table ofFrequency Allocations (henceforth referred to simply as the Table) in the 450-470 MHz band and in the adjacent 420-450 MHz and 470-480 MHz bands. This study addresses onemember of the IMT family, i.e. IMT-2000 CDMA Multi-Carrier (CDMA-MC).For ease of reference, CDMA-MC operating in the 450-470 MHz range is referred to as CDMA450 throughout the document. Further revisions of this Report may include other technologies in the IMT family.
