本标准规定了婴幼儿安抚奶嘴的术语和定义、安全要求、测试方法、包装方式及产品信息。本标准适用于组装成为婴幼儿安抚奶嘴或者功能用作为婴幼儿安抚奶嘴的产品,市场上作医疗用途的器具除外。本标准不适用于设计供专门医师用作医疗用途的类似产品。例如,那些供涉及皮尔罗宾症或者早产婴儿用的类似产品。这些特殊的情况在资料性附录A中已有描述。本标准不适用于喂食用途的奶嘴。
本标准规定了玩具及儿童用品中的特定元素在模拟人体环境中迁移试验的取样方法、试样制备和试样提取方法。本标准适用于玩具及儿童用品中的特定元素——铝、锑、砷、钡、硼、镉、铬、钴、铜、铅、锰、汞、镍、硒、锶、锡、锌在模拟人体环境(包含汗液、唾液和胃液环境)中的迁移试验预处理。其他特定元素的迁移试验在经过验证后可参照本标准进行。本标准不适用于考虑到儿童的正常使用和可预见行为,由于其可触及性、功能、质量、大小或其他特征,可明显排除被吮吸、舔食、咀嚼、吞咽或长期与皮肤接触的可能性的玩具或儿童用品。
本标准规定了橡胶奶头的分类、技术要求、试验方法、检验规则、标志、包装、运输和贮存。 本标准适用于以天然橡胶(胶乳)及硅橡胶为主要原料加工制成的婴儿哺乳和老弱者吸饮用的橡胶奶头。
本标准适用于14岁以下儿童所使用之各类型玩具之一般性安全要求。惟其他产品若具有玩具之功能者,应符合本标准之规定,但不包括下列之产品。(a) 大车座高度超过435 mm之自行车。(b) 弹弓。备考:〝弹弓〞亦熟知为〝弹射器〞,且通常以手握持,范例如图1所示。玩具型式的古式玩具弹射器不得排除在本标准范围外,范例如图2所示。(c) 具金属尖端飞镖。(d) 家庭与公共游乐场设备。(e) 以压缩空气或瓦斯操作的枪械,惟水枪仍属玩具。(f) 风筝,惟风筝线之电阻要求仍属本标准适用范围。(g) 模型组件、嗜好品及手工艺品等原来即不具玩耍价值之成品。(h) 运动物品及器材、露营用品、竞赛设备、乐器及家具。惟具该等物品之相似功能之玩具,仍属本标准适用范围。通常乐器或运动用品及其相似功能的玩具,一般可明显区别。但可依制造厂商与经销商之行销目的,以及正常使用与合理可预见之滥用,来决定商品是否为玩具。(i) 以内燃引擎为动力的模型航空器、火箭、船舶及陆上车辆,包括引擎本身和备用零件。惟具该等物品相似功能之玩具,仍属本标准适用范围。(j) 非供14岁以下儿童使用的收藏品。(k) 主要以装饰为目的之假日节庆用装饰品。(l) 供深水用之水上设备,供儿童使用之游泳学习设备与助浮设备,如浮椅与浮板。(m) 固定装设于公开场所(如公共走道及购物中心)之玩具。(n) 供专家用具有超过500片或无图案的拼图。(o) 烟火类,惟特殊设计供玩具使用的打击式底火仍属本标准适用范围。(p) 供在成人监督下使用之教学用含有加热组件之产品。(q) 蒸汽引擎。(r) 可连接映像萤幕且在大于24 V之标称电压下操作的电视游乐器。(s) 婴儿安抚奶嘴。(t) 逼真的枪砲仿制品以及可发射金属或子弹的玩具枪砲。(u) 在大于24 V之标称电压下操作的电烤箱、电熨斗或其他功能性产品。(v) 松弛时总长超过120 cm之弓箭术用弓。(w) 儿童用时尚珠宝饰物。备考: 本标准之制定目的在对于使用玩具者年龄、性别、性向之发展、反应能力之不同,而设计出各种不同玩具,提供必要指示,俾便于制造及选择玩具时能谨慎,考虑上述各项之教育心理问题,并保障幼儿及儿童在意外情况下,甚至于滥用情形下之安全。本标准并未免除父母及教师对儿童玩具之选择与照顾责任。玩具之安全问题须不断小心注意,是以本标准于每发现一新危害因素时,即予修订,以使在适用中之标准能尽量臻于至善。
This European Standard specifies safety requirements relating to the materials, construction, performance, packaging and labelling of soother holders. It includes test methods for the mechanical and chemical requirements specified. All products that are intended to connect a soother for babies and young children with any other product are included in the scope of this European Standard. This European Standard is intended to provide safety requirements for soother holders which are generally comprised of a strap with the holder at one end which retains the soother whilst the other end has a clasp that attaches to the child's garment. Where a soother holder has been classified as a toy or considered to have significant play value then the soother holder will have to meet the essential safety requirements for toys as stated in the Toy Directive (88/378/EEC) in addition to those in this European Standard. The addition of decorations or providing animal shaped fasteners should not automatically make the soother holder a toy; however the addition of a toy component to the soother holder will require that both the soother holder and the toy meet the essential safety requirements as stated in the Toy Directive. Where there is doubt concerning classification of a soother holder as a toy then advice should be sought from an EU Toy Notified Body or the Member State's Competent Authority for toys (see B.2).
Tests have shown quite different results for Nitrosatables and that the tests are not reliable. The objective of the work will be to find a better way to determine Nitrosatables
This document specifies requirements for cords and drawstrings on children's clothing, including disguise costumes and ski apparel, up to the age of 14 years. Within the scope of this document, it is not possible to cover all potential hazards that may create an unsafe garment. Conversely, identifiable specific hazards in certain styles/design of garment might not present a risk for certain age groups. It is recommended that an individual risk assessment be carried out on any garment in order to ensure that it does not present a hazard to the wearer. This document does not apply to the following (see Annex C for rationale): a) child use and care articles, for example bibs, nappies and soother holders; b) shoes, boots and similar footwear; c) gloves, hats, bonnets and scarves; d) neckties designed to be worn with a shirt or blouse; e) belts, with the exception of tied belts which are within scope; f) braces; g) religious clothing; h) celebratory clothing such as that worn at civil or religious ceremonies, national or regional festivals provided this is worn for limited periods and under supervision; i) specialist sportswear and activity wear generally worn for limited periods and under supervision, for example rugby shorts, wet suits, and dancewear, except where those garments are commonly worn as day wear or night wear; j) theatrical costumes used for theatrical performances; k) aprons intended to be worn over day wear, for limited periods and under supervision, to protect clothing from soiling during activities such as painting, cooking, or during meal times; l) bags and purses.

This includes products which have a different primary function, but have a secondary function intended to allow a child to use the product to eat by itself or with the assistance of another person.nIt does not apply to pre-prepared food containers, or to cutlery and feeding utensils designed for specialist medical applications or for use under medical supervision.nIt includes test methods for the mechanical and chemical requirements specified and requirements relating to the instructions of use.nThere are some products designed as a toy or with features that resemble a toy. These products shall additionally meet the relevant requirements of EN 71.nThis document is not applicable for drinking equipment (feeding bottles, teats, spouts, and cups) which is covered by EN 14350-1 and EN 14350-2.
