本标准规定了数字存储媒体和数字视频通信用的图像信息的编码表示,并且规定了解码过程。这种表示支持恒定码率传输、可变码率传输、随机存取、信道跳换、可分级解码、比特流编辑、以及诸如快速正放、快速倒放、慢放、暂停的静像等特殊功能。本标准与GB/T 17191.2前向兼容,并与EDTV、HDTV、SDTV 格式上兼容或下兼容。 本标准主要应用于数字存贮媒体、视频广播与通信。存贮媒体可以与解码器直接联接,或是通过诸如总线、LAN或电信链路等通信设施与解码器联接。

The intent was to maximize commonality of the operators' requirements to help vendors to implement common products, which can then be offered in all international markets thereby achieving economies of scale.The Recommendations aim to enable the provisioning of a bundle of triple-play services in a reliable way, with minimal user intervention, respecting the key requirements of security and conditional access to the content and at a cost compatible with mass market deployment. Only the elements that need to be specified to achieve an interoperable low-cost platform are included in these specifications. It is intended that each service provider can define and evolve a distinct portfolio of competitive services using the 'bricks' defined in the Recommendations with downloadable software configuration.VDSL is referenced throughout the Supplement as the physical layer technology; however, the architectural specifications contained herein could be equally applicable to CPE and Access Networks employing other broadband physical layer technologies.
